Open Enrollment News - April 15 through May 15, 2014

Welcome to the 2014-15 Prince William County Schools annual Open Enrollment. Our benefits team has worked diligently this year to keep our program strong and affordable. We will continue to offer the Enhanced PPO, Core PPO and Healthkeepers HMO/POS medical packages which include the Delta Premier Dental and Blue View Vision. 

No benefit changes to KeyCare Enhanced, KeyCare Core, or Healthkeepers
2014-15 Anthem Enrollment Guide

Delta plan changes effective July 1, 2014



Employees may enroll, change and/or cancel benefit elections during this time.  The following benefits are available: 

Medical Package (includes BCBS health insurance, Delta Dental Premier, and Blue View Vision)

Supplemental Delta PPO (utilizes the Delta PPO network only)

Supplemental Vision Service Plan (VSP)  

Flexible Benefits Program  

Employee Self Service (ESS) will be available to make enrollment changes on-line.  Step-by-step instructions on how to utilize the ESS system are available under the ESS section.  ESS is now available from home

Forms will also be accepted.  Enrollment forms must be returned to the Office of Benefits & Retirement Services by May 15, 2014. 

Confirmation statements will be mailed to the home address on record at the conclusion of open enrollment.


PWCS requires documentation demonstrating all insured dependents meet the eligibility criteria.  Please click here to view the required documents that must be forwarded to the Office of Benefits and Retirement Services no later than May 15 for any dependents added during open enrollment.  Eligible dependents for PWCS Benefits include: 

your spouse,

your biological children, stepchildren, adopted children (or children placed for adoption), and children for whom you have been appointed legal guardian or granted legal custody and who are under the age of 26 (special provisions apply for disabled children). 


Medical Package
PWCS offers a health, dental, and vision insurance package to all full-time and part-time employees who work at least 17 1/2 hours per week. Employees who are in a temporary or substitute position are not eligible.  We will continue to offer the KeyCare Enhanced (PPO), KeyCare Core (PPO) and the Healthkeeper (HMO/POS) plan.  The comparison chart may be useful in determining which plan will best fit your family’s needs. Employees enrolled in a PWCS health plan will continue to receive the added benefits of Delta Premier and Blue View Vision benefits.

Supplemental Dental Plan - Delta PPO

All full-time and part-time employees are eligible to enroll in the Delta PPO Supplemental Dental Plan.  Employees who are in a temporary or substitute position are not eligible. This plan can supplement the Delta Premier dental plan that is included with the medical package or allow employees not interested in the package to enroll in dental benefits separately.  Prince William County Schools does not contribute toward the cost; however, payment of the premium through pre-tax payroll deduction is available.

The PPO Network has an extensive provider base in Northern Virginia. This plan provides orthodontic benefits for children to age 19 (up to $2,000 per child) and a $2,000 calendar maximum benefit per individual. There is no out-of-network coverage for services performed by nonparticipating PPO dentists. A 6-month waiting period for major services and a 12-month waiting period orthodontic coverage applies.

Supplemental Vision Plan - VSP
All full-time and part-time employees are eligible to enroll in the Vision Service Plan (VSP) Supplemental Vision Plan.  Employees who are in a temporary or substitute position are not eligible. This plan can supplement the Blue View vision benefit that is included with the medical package or allow employees not interested in the package to enroll in vision benefits separately.  Prince William County Schools does not contribute toward the cost, however, payment of the premium through pre-tax payroll deduction is available.

Flexible Benefits Program

A provision of the Affordable Care Act (also known as Health Care Reform) is the reduction in the maximum amount that can be contributed to the Health Care FSA. The limit is $2,500 for Health Care and $5,00 for Dependent Day Care.

PWCS has elected to modify the flex plan to include the option to allow employees who are unable to spend their health care funds prior to the end of the plan year (June 30) an
extra 2 1/2 months, after plan year-end. This will allow employees time to incur eligible expenses (until September 15) before being forced to forfeit unused funds. It is essential to understand that the use-it-or-lose-it rule still exists, but the extension greatly softens the blow by allowing you more time to use your unspent FSA balances.


Current Flexible Benefit plan participants who wish to participate in the program during 2014-2015 plan year must re-enroll during open enrollment. Employees who work at least 17 1/2 hours per week are eligible to enroll. Employees in a temporary or substitute position are not eligible. If you have not enrolled in a Flexible Benefits Program in the past, now may be a good time for you to consider how you can save money and reduce your tax liability. You must re-enroll during this open enrollment period.  Enrollment forms must be returned to the Office of Benefits & Retirement Services by May 15, 2014.

At anytime during the year, employees may enroll, change, or cancel the following benefits:
 
Supplemental Retirement (LincolnAlliance) - 403(b), ROTH 403(b), and 457(b) plans.
 
Optional Life Insurance (Minnesota Life) - Available to full-time VRS Plan 1 or VRS Plan 2 eligible employees. Medical Evidence of Insurability will be required.
 
Long Term Disability (Standard Insurance Co.) - Available to full-time VRS Plan 1 or VRS Plan 2 VRS eligible employees. Medical Evidence of Insurability will be required.
